Is Barry faster than Wally?
In the comics, Wally was faster than Barry, although Wally started being significantly slower than Barry when he got his powers. In the CW Flash TV series, Barry is (till date) faster than Wally and IMO, would be faster for the foreseeable future.

On the contrary, classic Wally West is faster than The Flash Barry Allen. The New 52 Kid Flash Wally West, which is who you’re probably talking about, is slower than Barry though. A Speedster’s speed is all dependent on their connection to the speed force.
