It simply means that the consignee refused to receive the shipment. If the receiver was not informed about the delivery and he did not expect any deliveries, he/she is not the person who was supposed to receive it. In most of the cases, parcels refused by the consignee will be returned to the sender.
Mail that is undeliverable as addressed is forwarded, returned to the sender, or treated as dead mail, as authorized for the particular class of mail. Undeliverable-as-addressed mail is endorsed by the USPS with the reason for nondelivery as shown in Exhibit 1.4. 1. All nonmailable pieces are returned to the sender.
3 to 5 days depending on where its been sent. Generally, once a piece of mail is determined as undeliverable by delivery personnel, it is directed back to the sender that day. However, some mail has hold periods of 10, 15, or 30 days to be claimed before it is determined undeliverable.
The United States Postal Service system is set up to deliver mail, it is not able to retain mail so that you can come in and pick it up. There are services (which charge additional fees) that would allow you to pickup your mail on a regular basis at the Post Office.

Returned to sender is a common policy used by post carriers to handle items that could not be delivered. If an item could not be delivered for any reason, the item would be sent back to the indicated return address. The addressee has moved without providing a forwarding address.

If items can’t be delivered or returned, the Postal Service donates, recycles, discards, or auctions them off. Auctions of unclaimed items are popular with the reseller community, although it’s a risk-reward proposition.
Reporting / returning misdelivered mail If you are receiving mail for the previous resident and do not know their address, simply return the mail piece back to the mailstream (by leaving in a Collection Box® or other mail receptacle) with the notation “Not at this address” marked on the envelope.
