What is the weakest villain in Dragon Ball Z?
Considering all the db series, the weakest villain by far as far as brute strength is concerned would be pilaf by far. He is weaker than the average human and is quite on the low IQ. Pilaf is a character added to give a more humourous approach to the franchise.
