Slughorn said it himself – he had never seen a better bat-bogie (I think) hex. She appealed to Slughorn’s appreciation of good hexes. Slughorn saw himself as a talent-spotter. Ginny showed that she was quick on the draw and accurate with her hexes, so he collected her.
