Naruto Uzumaki is the strongest shinobi in the series to ever exist and the only one who is equal to him right now is Sasuke Uchiha. Naruto is the Seventh Hokage of Konohagakure and he’s protected not only the village but the entire shinobi world from danger multiple times.
Is Sasuke a Kage?
Sasuke is Kage level at the start of Shippuden, so he possibly could have obtained that power level as early as 15 years of age.
Was pain Kage a level?
Talking about the main Akatsuki(Sasori, Deidara, Pain, Obito, Orochimaru, Kisame, Itachi, Zetsu, Kakuzu, Hidan and Konan), all of them are Kage level except Zetsu and Hidan.

Sadly no. Haku is very strong and in the first arc, he was heavily holding back and all that is true but still…..he really isn’t as strong as people think he is.
